Whats the best strategy to paint an all black room with a black ceiling?

I do have to patch some holes if that makes a difference but I'm guessing primer, primer again? Thn multiple coats of paint? I'm going paint it white. There are white walls underneath and I have peeled the paint off in some spots in pieces bc its latex paint. Is it easier to strip off and repaint the white walls underneath?
