Should I get a new iPad 2 or go with a pre-owned iPad 1 from Apple?

For what you described that you need to be able to do, save your dollars and go for the pre-owned iPad. My company owns both devices. I have my assistant the iPad 2 and I continue to use my "old shoe" first-gen iPad. It does all I need it to do, much of which you described in your question as your needs. Best wishes either way!
